Two kinds of Fife calls lead to a liner. Owners of the older brick chimneys, a small share of the housing here, find cracked clay tiles or joints that have opened after decades of heat. Owners of newer homes more often want to change appliances: an insert into an open fireplace, or a gas unit where wood used to burn. Each new appliance needs a flue sized for it, and a big masonry opening is rarely the right size for a modern insert.
Close to 1.2% of lived-in Fife homes list wood as their main heat in the latest five-year ACS data, a smaller share than the state's roughly 2.8%.
For those households, a sound liner is part of keeping the stove usable all season. Burning through a ban requires an exemption from the regional air agency, granted before the ban and reserved for homes with no other adequate heat. An expensive furnace, or one out of order for a week, is not grounds, so the stove and its liner have to be in shape before the cold comes.
A liner is only as clean as the fire it carries. For wood and pellet stoves, Washington now follows the federal ceiling: 2.0 g/h when tested on crib wood, 2.5 g/h on cord wood, and a factory-built fireplace must stay under 7.5 grams per hour. Selling an uncertified stove is against the law in the state.
The clean air agency's fuel rule applies no matter how new the liner is: only dry, seasoned wood or manufactured logs, and never garbage, treated lumber or plastic. Burning what the rule allows is also what keeps a new stainless flue from glazing over.

Too large, and the smoke from an efficient stove cools, slows and drops creosote or, with gas, condensation on the flue walls. Too small, and the draft cannot keep up.
